I joined the United States Navy because it was an opportunity to serve my country, be a part of something bigger than myself, and satisfy my sense of adventure. I studied US history at the University of Virginia, where I was also a member of the swim team. After graduation, I went to officer training school and then was commissioned in the United States Navy. A few years later, I had the opportunity to attend the Naval Postgraduate School near Monterey and pursue a master’s degree in national security affairs. During college, I came to Stanford to do research in the archives.

My master’s thesis examined the ways in which the US government tried to gain public support for initial nuclear policy during the Cold War, in particular, the concept of mutually assured destruction (MAD). I have seen many old movies and TV shows that portray an optimistic view of the nuclear age. In retrospect, some of this content seems comical. This content includes instructing children to seek shelter under their desks in the event of a nuclear explosion, as if it were important.

I think very early on, many of the leading theorists believed that war would never be the same. However, when examining the nature of the Korean War, the Vietnam War, the first Gulf War, and our recent wars in Iraq and Afghanistan, things were much more similar than different to the pre-bomb conflict.

This also has some modern application today. Many people want to come to the conclusion that the emergence of new technologies will forever change the way wars are waged and resolved. But I think in many ways the more things change, the more they stay the same.

Surface warfare officers train to maneuver ships to project U.S. power around the world, support joint operations from the sea, and deter and defeat our nation’s maritime adversaries. They have been at sea for a long time. They start at the division level and have approximately ten to twenty subordinate sailors. They are also responsible for various equipment on the ships. Also, at the department head level, a surface combatant officer is responsible for multiple divisions and a larger number of people and equipment. At the top of this chain is the commander or captain of the ship.

Ultimately, surface force agents solve problems. They don’t necessarily have the technical knowledge of a submarine pilot or nuclear engineer. Rather, our job is to organize technical experts around a common goal.

Most of my deployments were to destroyers in San Diego, California and Norfolk, Virginia. From there, I began a variety of operations, from escorting aircraft carriers in the Indian and Pacific oceans, to participating in counter-piracy missions in the Red Sea and the Horn of Africa, to managing our ballistic missile defense from our base in Naples , Italy, and defending our allies and interests in the Mediterranean and throughout the Middle East and Central Asia.

I was also assigned to an off the beaten path mission where I guided riverboats on the Tigris and Euphrates rivers. They were accused of barring the Iranians from smuggling arms into Iraq.

The second largest overseas presence of the United States Navy is in Naples. It is important because it is home to the Navy’s Sixth Fleet, commanded by a three-star admiral who also commands NATO’s Strike and Support Forces, the main command of the naval services. Our presence in Naples is more of a command and control center than a strategic base. Most of our ships are based in Rota in southern Spain.

The Russians also have a large presence in the eastern Mediterranean, providing material and military support to the Assad dictatorship in Syria. Their underwater activities in the North Atlantic resemble a game of cat and mouse during the Cold War.

Russia does not have a global maritime presence like the United States and does not have as much wealth. However, they have some very advanced capabilities that could make them a formidable strategic competitor in the areas I just mentioned.

My research interests will be twofold. During my assignment in Naples, I worked extensively with European counterparts in NATO, which is a long-established, well-functioning and highly interoperable alliance. I am interested in finding ways to apply NATO principles to partner countries in the Indo-Pacific region in the face of threats posed by the People’s Republic of China. I’m not a fan of the Asian version of NATO, but I think it offers some very good examples of how we can strengthen current security partnerships to counter Beijing.

Another topic I am interested in is exploring ways to strengthen the culture of the United States Navy. Over the past two decades, the Navy has played an important, if subordinate, role in land-based counterterrorism operations in the Middle East. Now we find ourselves once again in an era of great power competition in which our superiority and technological dominance in all domains deserve to be reassessed. There is a shift in mindset and organizational cultural changes that could better prepare us for potential competition or conflict in the Indo-Pacific region, which would be largely focused on the maritime domain.

Regarding the first research topic you discussed, do you think the United States and its partners could provide a strong defense without something like an Article 1 obligation? 5 for collective defense, what is the core element of the NATO alliance?

Some countries in the Indo-Pacific region are currently much more reliable than others. For example, we have strong military ties with Japan and South Korea that were established after our victory in World War II. I also believe that the Quad group of countries (the United States, Australia, India and Japan) has the potential to become an effective counterweight to China, not only based on military cooperation, but also in other areas, including sharing advanced technologies and working. together to build reliable supply chains.
